Michael Frazier is the Police Chief for the City of El Mirage, having assumed the position on October 2, 2007. Chief Frazier's mission since assuming his new role has been to "re-invent" the Police Department. The re-building effort has included the development and implementation of the Department's Vision, Mission, and Values statements; the implementation of "true" community policing wherein every employee is responsible for developing relationships, building partnerships and solving crime related problems; the development of systems to monitor and evaluate the effectiveness of work conducted; and, the use of crime data to effectively deploy resources. After two years, the El Mirage Police Department is being recognized as an effective and professional police organization by all who have the opportunity to interact with the agency or its members.
At the time of Chief Frazier's retirement, he was the Executive Assistant Police Chief (second-in-command)for the Phoenix Police Department and responsible for the majority of day to day operations. Chief Frazier rose through the ranks, serving time as a police officer, sergeant, lieutenant, and commander, while serving in a variety of operational and administrative assignments. Frazier was promoted to Assistant Police Chief in August of 1999 and served as the North Patrol Division Chief for four years and as the Investigations Division Chief for a year. In September of 2004, Chief Frazier was promoted to the rank of Executive Assistant Police Chief.
Throughout his career, Chief Frazier has demonstrated success in leadership, organizational management, labor relations and strategic planning. Chief Frazier has also received numerous awards and recognition for exceptional performance.
Chief Frazier holds a Bachelor of Science Degree from Arizona State University in Justice Studies (1984) and a Masters Degree in Educational Leadership from Northern Arizona University (1999). Chief Frazier is married and has three children.
